For my professional work the guidelines and mission statement of the product. I think having a definition of what you are to design helps to narrow the field a bit by no means quashes creativity.
My personal work is more fluid. This is hard to pinpoint. Everything in life goes into the nebula. At the moment my two biggest influences are the incredible beings close to me and what I am reading.
